Mr. Toohill served as the environmental project team leader in a multi-phased restoration of an 1,100 acre defunct resort property located within the Karner Brook Area of Critical Environmental Concern. This property, jointly managed by the DCR and DFW, was degraded by years of neglect and illicit dumping activities during its operation as a vacation resort. Mr. Toohill conducted baseline studies of exemplary natural communities as well as degraded natural systems; prepared environmental restoration designs; and conducted environmental impact assessment and permitting at the federal, state and local levels. He was also actively involved in public outreach and parkland master planning efforts.
