Construction-Related Environmental and Engineering Services



This Site is an active electrical substation located within a residential and commercial portion of Lowell, Massachusetts.  A Pre-Characterization and Geotechnical Investigation was conducted prior to a significant expansion of the electrical substation.  This extensive subsurface investigation was performed to obtain geotechnical data and assess the nature and extent of potential oil and/or hazardous material concentrations in soil and groundwater. 

Based on the results of the completed investigation, the Site was reported to the Massachusetts Department of Environmental Protection due to elevated arsenic concentrations in soil and subsequent remedial activities have been conducted as a Release Abatement Measure (RAM) in accordance with the Massachusetts Contingency Plan (MCP).  In addition, elevated polychlorinated biphenyl (PCB) concentrations were identified in soil within a portion of the Site and subsequent soil disposal efforts in that area have been conducted following Toxic Substances Control Act (TSCA) procedures for Performance-Based Disposal of PCB Remediation Waste. 

Coneco has directed and managed the removal and proper disposal of impacted materials, including all required MCP submittals.  In addition, Coneco has provided engineering design and construction oversight services for improvements to the existing storm water drainage system at the Site.  Arsenic-contaminated soil and PCB Remediation Waste (soil) have been transported off-Site for proper disposal in accordance with 310 CMR 40.0030 and 40 CFR 761 Subpart D, respectively.  During remedial activities conducted at the Site to date, a total of 6,290 tons of arsenic-contaminated soil and 315 tons of PCB Remediation Waste have been sent off-Site for disposal.
