Utility Related Abatement Measure



Prior to construction activities, Coneco conducted pre-characterization of a busy intersection located in Quincy, Massachusetts to determine if any environmental concerns were present prior to the relocation of a natural gas regulator vault.  Pre-characterization activities included due diligence research in order to determine the likelihood that OHM would be encountered at the Site during the proposed construction activities and based on the due diligence research, a limited subsurface investigation was conducted in order to obtain representative laboratory analytical data in advance of the proposed relocation project.  Based on the laboratory analytical data, a Utility Related Abatement Measure was required during construction due to the presence of petroleum constituents in soil and groundwater in excess of the Massachusetts Contingency Plan (MCP) Reportable Concentrations.  Advanced knowledge of the contaminants present at the Site allowed for a timely and cost-effective solution that minimized construction delays and allowed for the protection of the on-Site worker's health and safety. 

In addition, Coneco has provided Licensed Site Professional (LSP) oversight during the URAM activities at the Site, including the direction of excavation activities to minimize mobilization of these contaminates by wind, storm water, or equipment tracking during the installation of natural gas lines and the relocation of the natural gas regulator.  Air monitoring was performed to evaluate the safety of workers as well as area residents and visiting pedestrians during all excavation and soil mobilization activities.  All encountered contaminated soil was shipped offsite daily to a proper disposal and recycling facility.  Any groundwater encountered during excavation activities was pumped out of the excavation and transported off-Site for proper disposal.  At the conclusion of construction activities, clean soil was placed in excavations and capped with asphalt to once again confine contaminates and limit exposure to the public and the environment.

Project Details

  • Coneco performed a pre-characterization study at a busy intersection in Quincy to determine the extent of oil or hazardous materials (OHM) in soil and groundwater prior to the relocation of natural gas lines and underground vaults at the Site.

  • Utility Related Abatement Measure (URAM) activities were undertaken by Coneco to address the environmental impacts of contaminated soil and groundwater disturbed by the construction and excavation activities required for natural gas line and vault relocations.
